Introduction

Let us join together in praising, exalting and extolling the glorious name of our Lord and Savior Jesus Christ for the 16^th Regular Annual Conference Session of Philippines Annual Conference East being held now at this beautiful, elegant and fully air-conditioned sanctuary of the Kamuning First United Methodist Church.

“Praise the Lord. Praise the name of the Lord; praise him, you servants of the Lord, you who minister in the house of the Lord, in the courts of the house of our Lord. Praise the Lord, for the Lord is good; sing praise to his name, for that is pleasant.” (Psalm 136:1-3, NIV) “I will exalt you, my God the King; I will praise your name for ever and ever. Every day I will praise you and extol your name for ever and ever. Great is the Lord and most worthy of praise; his greatness no one can fathom. One generation will commend your works to another; they will tell of your mighty acts. They will speak of the glorious splendor of your majesty, and I will meditate on your wonderful works. They will tell of the power of your awesome works, and I will proclaim your great deeds. They will celebrate your abundant goodness and joyfully sing of your righteousness.” (Psalm 145:1-7, NIV)

We therefore include in our unified prayers that the Lord Jesus Christ will be with us through His Holy Spirit through out this session. That He will be providing the inspiration and the guidance and harmony in the discussion of reports, recommendations, issues and resolutions through the leadership our Presiding Bishop Solito K. Toquero.

The Quezon City District wouldn’t exist as a growing, expanding and sustaining District without the following: 1) Its QCD Vision and Mission Statement (Please see the front back cover of this QCD 2008 Report). 2) Its QCD Goals and Strategies (Now Ministries, Servant Leadership Formation and Support Services, Financial Funds and Temporal Developments (Please see The Official Journal 2006 of PACE, Pages 153-156). 3) Its QCD Officers and Composition of Council, Boards, Committees, Ministries, and Five (5) Clusters for Conference Year 2008-2009 (Please see attached Appendix II). 4) Its QCD nine (9) Organizations. COUNCIL ON MINISTRIES Atty. Ephraim Cortez, QCD-COM Chairman

At the beginning of Conference Year 2007-2008, the QCD-COM Chairman, the QCD Lay Leader and QCD Superintendent called the attention of all Chairpersons of the different QCD Ministries and Church Workers’ Benefits Committee, Presidents of QCD Organizations and Cooperative and QCD Clusters Coordinators to a meeting in preparation for the QCD Program Planning and Consolidation of QCD Calendar of Programs for Conference Year 2007-2008. That call was immediately followed by three (3) consecutive Program Planning and Consolidation Meetings (June-August), and monthly monitoring updates. Therefore, the QCD-COM finally came up with copies of the Conference Year 2007-2008 QCD Calendar of Activities that were distributed to Local Churches, Mission Churches and Church Workers. Aside from the respective meetings of the different QCD Ministries, by God’s grace and in the spirit of team partnership and cooperation, the following were successfully accomplished with their incoming programs:

NURTURE MINISTRIES Ms. Rosita Boquiren, QCD-NM Chairperson

Accomplished Programs:

1) The Month of September – designated as Christian Education with theme emphasis on “Living the Gospel in Today’s World”. The District-Wide Sunday School Teachers’ Gimik was held on September 15, at Del Monte UMC. Highlighted the said activity were the Exhibit/Demonstration of Sunday School Teaching Aides, and Lectures/Demonstration with the following as resource speakers: “7 E’s of Teaching” by Deaconess Cleanor C. Ladia; “Arts and Visuals” by Deaconess Leonora Maceda; “The Importance of Christian Education and the Teaching Ministry of the Church” by Deaconess Dr. Cristina N. Manabat. 2) Five (5) QCD Deaconesses (Ms. Rosita Boquiren, Mrs. Alice Jasareno, Ms. Roselle Garrino, Mrs. Maritess Dagismol and Ms. Karen Joy Begaso) attended the MEA-Wide Vacation Church School Trainors’ Training at Tagaytay Mission Camp, Tagaytay City January 29-February 1, 2008. This activity was initiated by the Board of Christian Education and Communications of the Philippines Central Conference of The United Methodist Church with the theme “Your Will Be Done.” The QCD General Fund shouldered their Registration Fees excluding Mrs. Alice Jasareno because her Local Church provided the registration fee.

Incoming Programs:

1) The QCD Vacation Church School Echo Seminar and Workshop will be held on April 3-4, 2008, 8:00am-5:00pm at Puno UMC, packed lunch and snacks. Each Local Church shall send at least four (4) teachers (one in each level). Other details will follow. 2) The QCD Vacation Church School Local Church/Mission Church Proper will follow this coming summer time as per scheduled by the Local Churches/Mission Churches. 3) The QCD Vacation Church School in Marinduque Province will also be fully prepared and implemented this coming summer time. 4) The QCD Children Summer Camp on May 14-16, 2008 at Tagaytay Mission Camp, Tagaytay City. All Local Churches and Mission Churches are expected to send their delegates with the participation of QCD Church Workers.

OUTREACH MINISTRIES Mrs. Grace Estacio, QCD-OM Chairperson

Accomplished Programs:

1) QCD-Overseas Family Workers Family Fiesta Fellowship and Dedication of QCD Migrant Ministry on May 12, 2007, more than 120 people attended this activity held at one of the beautiful parks of Balara, Pansol, Quezon City. 2) United Methodist Multi-Purpose Cooperative General Assembly of QCD on July 5, 2007 at Del Monte UMC. 3) Launching of QCD Migrant Ministry Breakfast Fellowship and Dedication of QCD Outreach Ministries Projects for the Conference Year 2007-2008, held on September 6, 2007 at McDonald’s, Regalado, Fairview, Commonwealth, Quezon City. Followed by the 2^nd Migrant Ministry Breakfast Fellowship on September 29, 2007 at Deparo UMC and 3^rd on November 28, 2007 at Tala UMC. 4) QCD Livelihood Training Programs every Wednesday at the Manila Water Library, for six months and offered free on site seminar. These training modules (Dishwashing Liquid Making, Powder Detergent Making, Hand Wash Soap Making, Fabric Conditioner Making, Stone and Crystal Lamination, Decorate Bottles, Beadworks, and all Occasion Card Making) are also available on line at www.qcdoutreachministries.wordpress.com. 5) Attended and represented various ecumenical gatherings.

As noted by the QCD-OM Chairperson as part of its Goals and targets for Conference Year 2007-2008 under its OPERATION JERICHO, to wit: “God has provided us all the resources and capabilities to excel in all our endeavors. The QCD Outreach Ministries pride itself to be the model district in the whole Manila Episcopal Area or even in the two (2) Episcopal Areas of The United Methodist Church in the Philippines when it comes to the Migrant Ministry and Web Ministry.”

WEB TEAM MINISTRY Mr. Arnie Estacio, QCD-WTM Chairperson

Accomplished Programs:

1) Reached the more than 2200 level of unique hits. 2) Has become the model and mother of all the following UMC Websites in the Philippines: Southern Philippines Methodist College – www.spmc-edu.com; Greene Academy – www.greene:ans-edu.com; National UMYAF – www.numyafp.org; BULPAC MYAF – www.umyafbulpac.com; Manila Episcopal Area – Migrant Ministry – www.mea-migrantministry.com; UMC Philippines-Manila Episcopal Area www.umc-manila.org. 3) Inspiring and being modeled by UMYF, Ecumenical Bishops Initiative for Children’s Education, UMC Women’s Board, and UMC-from Manila Episcopal Area to Davao Episcopal Area Districts and Churches.

Goals and Targets for Conference Year 2007-2008:

1) To provide and create at least 2 pages for each Local Church, WON Ministries and Lay Organizations – July 2008. 2) To register and create an account of all District Ministerial Workers, Churches (even Lay Leaders) under the umc-manila.org. (i.e.herrieesman@umc-manila.org; sauyoqcd@umc-manila.org; qcd_ummpresident@umc-manila.org). 3) Promote WEB 101 in all Local Churches. 4) Make qcdumc website as a full .com or .org website. 5) Increase web visibility by at least 100 unique visits per day. 6) Seek more contributors/authors to provide more content from Local Churches, Local Organizations and Ecumenical News.

Incoming Programs and Projects:

1) QCD 101 Caravan Project. 2) QCD UMC.dot com launching. 3) QCD emailgreeting card for OFW.

As noted by the QCD-WTM Chairperson, to wit: “The We Ministry its conception during the CY 2005, (in gist) has opened a new avenue of communications and innovative ways of ministering and witnessing to the Global Filipino UMC members attuned to the times. From CY 2006 up to date, our website www.qcdumc.wordpress.com, has reached more than 2200 unique visits, been a model of the various Filipino UMC websites, inspired all UMC Episcopal Areas and other Christian Denominations in the Philippines to put up their own websites and has been SPAMMED more than a hundred times!”

WITNESS MINISTRIES Pastor Romeo Diaros, QCD-WM Chairperson

Accomplished Programs:

1) QCD-WM facilitated and prepared the processing of the QCD-PACE and Oriental Mindoro District– Southwest Philippines Annual Conference (OMD-SWPAC) Marinduque Province Mission Partnership during its last meeting before the 15^th Regular Annual Conference Session of QCD and of PACE last year. It was then approved during the said sessions. 2) QCD-WM Chairperson, QCD Superintendent and Bro. Johnny “Dodong” Domingo took the Mission Initiative to conduct intensive ocular visit in the hilly Barangay Tamayo of Sta. Cruz, Marinduque on May 21-22, 2007. House-to-House Visitation and Daily Vacation Church School for the Children were held on May 21-22, 2007 and the following young people of Oriental Mindoro District-Southwest Philippines Annual Conference acted as the DVCS Teachers: Ms. Shane Valenzuela (from Roxas UMC), Ms. Eigenn Baral (from Good Samaritan UMC) and Ms. Minerva “Monette” Paquit (from Jordan UMC). Seven (7) Parents and eighteen (18) children participated to that DVCS that was successfully held. The QCD shared the amount of Php5,000.00 as counterpart to that week-long activity.

Incoming Potential Church Planting Mission Works:

1) Along Tandang Sora Road (from Quirino Avenue to Marcos-Commonwealth Avenue). 2) Along Quirino Avenue (from BAESA to C5). 3) Along Sauyo Road (from Corner of Sauyo Road/Quirino Avenue to Republic Avenue of Fairview). 4) Along SB Diversion Road (from C5 to General Luis/Bayan of Novaliches). 5) Along Bagumbong Road (from Deparo Elementary School, Ever Green, Villa Luisa to Tierra Nova, Kingstown Subdivision: from Bicas Market to

Constellation, Bankers, Saranay, Congress, Senate, Celerina, Rainvow, Shelter Ville and Sampaguita). 6) Along Mindanao Avenue. 7) Along San Simon Road, Manggahan, Riverside going to Fairview. 8) Along Quirino Avenue from Pangarap, Malaria to San Jose Del Monte. 9) Along Araneta Avenue (Sgt. Rivera St.) from Bonifacio Avenue to Aurora Boulevard. 10) Along Banawe Avenue to Tuazon Road. 11) Along Kaingin Road going to Del Monte Avenue to Mayon Avenue going Bonifacio Avenue.

There are more to be done in Witness Ministries through our Local Churches to have a minimum of one (1) Mission Church/Point to become a Local Church in the near future. Hopefully, that includes mission initiative to saturate the barangays, subdivisions, school campuses, hospitals, jails, private and government offices, etc. within Quezon City, Novaliches-Caloocan City and the town of Montalban.

MARINDUQUE MISSION COMMITTEE Rev. Cleto Noble Pera, QCD-MPMC Chairman

Accomplished Programs:

The Marinduque Province Mission Partnership of Quezon City District-Philippines Annual Conference East and Oriental Mindoro District-Southwest Philippines Annual Conference are indeed on process of laying down the seeds of the Gospel through intensive mission initiatives. Several planning meetings, pledging and other fund raising activities, missionary ocular visits, summer Daily Vacation Church School, house-to-house visitations and evangelistic crusades were held through the QCD-MPMC Team. Praise the Lord and Savior Jesus! We have already two (2) existing Mission Churches in the province of Marinduque, namely: 1) The Sta. Cruz Mission Church with Regular Sunday School Class and Regular Sunday Worship Service since August 20, 2007. Our Lay Volunteer Mission Worker there is Bro. Johnny “Dodong” Domingo of Southwest PAC. The Good Samaritan UMC and the Oriental Mindoro District have decided to adopt this Mission Church. 2) The Boac Mission Church with Regular Sunday School Class and Regular Sunday Worship Service since October 14, 2007. Bro. Fidel Arguelles of Village UMC is our Lay Volunteer Worker there. This Mission Church is being adopted by St. John UMC, Village UMC and the QCD UMYAF.

The Vision is “To establish United Methodist Church Congregations in every Municipality of Marinduque” and as a District, we need to realize that through its Mission Statement, to wit: “By being faithful to the Great Commission f Jesus Christ (Matthew 28:19-20) under the inspiration and guidance of the Holy Spirit, we, the Quezon City District (QCD) of Philippines Annual Conference East (PACE) and the Oriental Mindoro District (OMD) of Southwest Philippines Annual Conference (WSPAC) are deeply committed to saturate the six (6) Municipalities (Sta. Cruz, Mogpog, Boac, Gasan, Buenavista and Torrijos) of Marinduque Province through partnership mission and intensive creative sharing of the Good News of Salvation.” The indicated Vision and Mission Statements would surely be considered as a challenge to move on and work for in the spirit and praxis of team partnership and cooperation. Incoming Programs:

1) Medical-Optical-Dental-Evangelism Mission in Marinduque. 2) Summer 2008 Lakbay-Mission in Marinduque with DVCS, Youth Camp, etc. These will be in cooperation with the QCD Witness Ministries and QCD Church Workers’ Fellowship and QCD Clergy Spouses’ Association and the adopting Local Churches.

LAY SPEAKING MINISTRIES The late Rev. Hermogenes Emmanuel “Joy” C. Cera, Jr., QCD-LSM Chairman

The QCD-LSM supported the PACE Board of the Laity “PACE Academy for Lay Leadership Development” headed by PACE Lay Leader, Dr. Edna Flor Delos Santos. It was regularly held at The Good Samaritan UMC (August 18, September 1, 8, 15, 22 and 29, October 20 and 27, 2007) with Bishop Emerito P. Nacpil, the late Rev. Hermogenes Emmanuel “Joy” C. Cera, Jr., Rev. Alfonso Briones, Rev. Anacleto G. Guerrero and Rev. Dr. Romeo Del Rosario as Lecturers.

Likewise, QCD-LSM supported the PACE Institute of Theological Studies (ITS) through some Lay people who were enrolled to it and among them are already on the ministry. There are also Local Churches who have conducted continuing education in their respective Local Churches for their lay officers, leaders and members. There are Lay Speakers and potential members from the Local Churches that need to be transformed, trained and equipped for evangelism, mission, discipleship, teaching, preaching, healing, counseling and advocacy works.

Glory to God in the highest! The fruitful Recruitment Ministry of QCD through the Church Workers and Lay people of our Local Churches would mean that we need to double our time for organizing and building new faith communities within our respective communities, nearby places and elsewhere.

The QCD-CODS spearheaded the Continuing Education and Fellowship of QCD Deaconesses regarding issues pertaining to Church and Ministry, held every second Monday of the month at 5:00pm as follows: 1) Fellowship and Updates on Respective Works - July 30, 2007 at Trinoma Garden, EDSA; 2) Topic on “Relationship” – August 13, 2007 at the Residence of Engr. Boni And Mrs. Cleanor Ladia, Decker’s Homes, Heroes Hills, Quezon City; 3) Topic on “Power of Words” – September 10, 2007 at Village UMC, Deaconess Mila Cabrera’s Quarter; 4) Topic on “Coping with Stress” – November 12, 2007 at Kamuning First UMC, Deaconess Alice Jasareno’s Quarter.

The QCD Deaconesses participated to the PACE Deaconesses’ Christmas Program and Gift Giving with the main objective of extending love and concern to the Student Deaconesses. It was successfully held on December 21, 2007 at Harris Memorial College, Taytay, Rizal.

UNITED METHODIST YOUTH FELLOWSHIP Mr. Gilbert Maria T. Liza, QCD-UMYF President

Accomplished Programs:

1) QCD-UMYF Regular Execom Meetings; 2) Local UMYF Chapter Visitations; 3) District-Wide Fellowships and Youth Council Meetings being held at scheduled at particular Local Church venue; 3) Christmas Institute Leadership Training last November 1, 2007 at The Good Samaritan UMC; 4) Christmas Institute at Tagaytay Mission Camp, Tagaytay City last December 26-30, 2007 with the total 368 number of youth delegates from the seventeen (17) Local Churches (Please see Appendix III); 5) District-Wide January 25, 2008 Praise and Worship Band Fest and Talents Night; National Youth Council Meeting on February 1-2, 2008 at Harris Memorial College; 6) Post-CI Gathering Fellowship at St. Joseph School, North Fairview Subdivision on February 3, 2008.

The untiring support we all extend to our young people will be one of most worthy and remarkable contributions we make for the general welfare, life and ministries of our beloved Church for the whole world and for our nation by giving them the best opportunity in terms of preparing, helping and equipping them to become responsible and accountable Christians and citizens and future leaders.

UNITED METHODIST YOUNG ADULT FELLOWSHIP Mrs. Liza Cortez, QCD-UMYAF President

VISION: “The United Methodist Young Adult Fellowship–QCD is a dynamic organization nurtured in Jesus’ Steps to fulfill the Great Commission.” And their MISSION, to wit: In recognition of the responsibilities embedded on its noble existence, UMYAF-QCD commits:

· Unite its members from all 18 local churches to pursue a common direction towards living a life for others, in

Jesus’ steps.

· Respond as “servant leaders” to the United Methodist Church’s call for discipleship.

· Empowering individuals to become “God-fearing” Catalysts of change.

UNITED METHODIST MEN Engr. Angel “Boy” Flores, QCD-UMM President

Accomplished Programs:

1) On August 11, 2007, they conducted Breakfast Fellowship, Prayer, Praise and Worship at The Good Samaritan United Methodist Church participated by nine (9) Local Churches with the attendance of 28 UMM. Highlights of the Meeting: 1.1. Consultative Meeting: a) Proposed election for the new set of officers. The body agreed to let the current officers remain as is until June 2008 Annual Conference. b) Guidelines and procedures on how to organize UMM in the Local Church where the UMM are not yet organized. c) Participation of the UMM in the weekly PACE Aldersgate Prayer, Praise and Thanksgiving Fellowship. 1.2. Executive Committee Meeting: a) Planning Session was conducted for the UMM activities/program for the 3^rd and 4^th quarter of 2007. b) Follow Through Teams were assigned for every Cluster or Cluster of Local Churches. c) Set schedule meetings and activities coinciding with the schedule weekly prayer, praise and thanksgiving Fellowship of the Aldersgate. d) Assigned Membership and Organizing, Finance and Special Projects Committees.

2) On August 26, 2007, they conducted Joint Fellowship and Planning Session at the KFUMC highlights of the meeting are: a) Knowing each other; b) Identifying some weaknesses of the UMM; c) Proposed/Program/Activities: a) Distribution of Membership Survey Form to all Local Churches b) Organize UMM in the Local Churches where there is no existing UMM. c) Strengthen and energize existing UMM in the Local Churches. d) Observe the first week of October as the UMM Sunday in all Local Churches. e) Conduct Monthly Regular Fellowship with other Local Churches. f) Request the Presidents of all Local Churches to submit their Annual Program/Activities. g) Provision of Book of Discipline to all Local Churches. h) Create a UMM Anthem. i) Clustering of the Local Churches in the district. j) Provision of ID for every UMM in the Local Churches.

3) The members of the UMM actively participated to the 15^th Year Anniversary Celebration of QCD and they lead the Blood Letting activity at Quezon City Hall covered walk in Coordination with PNRC – Quezon City Chapter, 9:00AM-4:00PM, on January 21, 2008, the outcome of this is that 41 individuals donated blood including 3 from Fairview Park UMC. They also supported the QCD Sacrificial Dinner for Marinduque Mission Fund at the main function hall of Max Restaurant, Roces Avenue QC, 7:00PM, main function hall of Max’s Restaurant, Roces Avenue, Quezon City. They sung the newly UMM Anthem composed by Bro. Manny Corpuz of Village UMC and musically arranged by Bro. Romy Matulac of Fairview Park UMC. The UMM also make sure that they attended Aldersgate Prayer, Praise and Thanksgiving at Tala UMC on January 23, 2008 6:30AM, and Ninety-eight (98) QCD UMM attended this. They spearheaded too the Fun-Run and Motorcade at Quezon City Memorial Circle to Fairview Park UMC on January 26, 2008, and approximately 100 people joined the Dawn Prayer and Fun-Run and 30 vehicles joined the motorcade from Quezon City Circle to FPUMC.

4) On February 16, 2008 at St. John UMC, they conducted their General Assembly Meeting and decided to have another General Assembly to elect their new set of officers and plan for Conference Year 2008-2009 on March 15, 2008, 8:00AM.

UNITED METHODIST WOMEN’S SOCIETY OF CHRISTIAN SERVICE

Mrs. Ma. Carmelita “Marlee” Lazaro – Ramota, QCD-WSCS President

Accomplished Programs:

1) They organized the Directory of the District Officers with the Local Church WSCS Presidents. 2) Membership List and Membership ID are now available

As of December 31, 2007, the total numbers of members are 340 from 18 Local Churches and 41 individual to its 11 Mission Churches, who submitted their form.

As a one body of Christ their theme is: “Responding to Mission and Christian Service,”

A) Spiritual Life and Worship Objectives: 1) To sustain the faith women possess. 2) To enhance the women’s spirituality by sustaining thru: a) Bible Studies among Women - 7 out of 18 Local Churches have separate BS Group for women, 11 out of 18 Local Churches have joint men & women BS Group, and 8 out of 11 Mission Churches have joint men & women BS Group; b) Prayer Groups among Women - 4 out of 18 Local Churches have women prayer group; c) Observance of UMWSCS Regular Programs - Fellowship of the Least Coin, A Call to Prayer & Self Denial, World Day of Prayer, and UMWSCS Sunday; d) Fellowships - Fellowship by Cluster, Christmas Fellowship, and Joint UMM and UMWSCS Fellowship.

B) Services and Projects: The objective is to extend service to members and to the people in the community by a) Organize Cooperative – formed the QCD-UMWSCS Cooperative on November 17, 2007; b) Conduct Livelihood Demonstrations on January 21-22, 2008; Demonstration on Paper Recycling on January 23, 2008; Lecture on “The Way to Health,” and January 24, 2008 Demonstration on “Soap Making.”

C) Study and Program: The objectives are to develop and equip women leaders for participatory, inclusive and sustainable leadership, and to develop women’s economic self-reliance through Leadership Development and Scholarship.

D) Church Visitations: They prioritized inactive Local Churches and Mission Churches like: July 22, 2007 at Pansol UMC, July 29, 2007 at Hilltop (Kaingin) Mission Church, August 12, 2007 at Victoria Mission Point, August 26, 2007 at Bagong Buhay UMC, August 26, 2007 at Montalban Mission Church, August 16, 2007 at Laura Subdivision Mission Church, September 16, 2007 at Batasan Hills Mission Church, September 23, 2007 at Santolan Mission Church, November 11, 2007 at Spring of Life Mission Church, and December 2, 2007 at Tala UMC.

Organizations

3) The QCDCWF and QCD Clergy Spouses’ Association Christmas Fellowship held on December 14, 2007 at Escoda Hall, Balara, Quezon City. It was then a memorable gathering hosted by the Pansol UMC. The QCDCWF appreciated the presence of WSCS President Mrs. Marlee Ramota, Mrs. Susan Lim, Mrs. Gloria Dimalanta and Atty. and Mrs. Ephraim Cortez. The QCDWSCS extended gifts to our Mission Church Workers. The family of the late Atty. Antonio Ravelo thru the Del Monte UMC shared also their blessings to everyone. The individual donors shared also their blessings so that the QCDCWF and CSA Christmas Fellowship will be a colorful and meaningful one. 4) The QCDCWF donated a New Epson Printer C110 to QCD Office last January 24, 2008. That includes the 1 barong and 1 pantalon that they gave to QCD Superintendent as a birthday gift last February 10, 2007.

1) June 12, 2007, QCD-CSA Execom Program Planning at Lagro UMC. 2) July 7, 2007, Mrs. Aluida Kasiguran spoke about “Relationship.” 3) August 4, 2007, A Pastors’ Wives Conference at Capitol City Baptist Church, with the theme “I’m Blessed, I Know that I Am.” 4) Visited Rev. Porfirio and Mrs. Loreta Ardales and Rev. Roger and Vangie Gutierrez. 4) September 1, 2007, Mrs. Aida Latonero spoke about “Beauty Secrets.” 5) Sometime in November 2007, they gave 1 sack of rice to the Families of Student Pastors of UTS living in McLennan in coordination with the RD-CSA led by the PACE-CSA President, Dr. Rhoda Jose. 6) December 14, 2007, QCDCWF/QCD-CSA Christmas Fellowship at Escoda Hall with the QCD-CWF, we prepared a Christmas tree, we able to raise an amount and give it to the spouses of the retirees and decease. 7) January 12, 2.008, shared about the blessings they have received during the Advent Season.

MIGRANT WORKERS AND FAMILIES FELLOWSHIP

The QCD-MWFF is under the QCD Outreach Programs especially on the QCD Migrant Ministry. There’s a need to re-organize this organization and to strengthen it and its scope of ministry so that it will become more visible, active, workable, linkable and instruments of ministering to the Migrant Workers and their Families not only within the UMC circle but also with the nonmembers from other denominations.

UNITED METHODIST MULTI-PURPOSE COOPERATIVE Atty. Ephraim Cortez, UMMPCO Board Chairman

Accomplished Programs:

1) The UMMPCO was finally registered on June 22, 2007, and was issued, on the same date, its Certificate of Registration. 2) The UMMPCO created its Management Team and formulated its programs and policies. 3) The Management Team formulated its Vision, to wit: “The UNITED METHODIST MULTI-PURPOSE COOPERATIVE (UMMPCO) – envisions itself to be the leading institution in fulfilling the vision of Jesus Christ “life in its fullness” (John 10:10b): a reality in the life of the Church and its members.” And its Mission Statement was also crafted, to wit: “In pursuit of its VISION, the UMMPCO commits to: UNITE its members for the advancement of their common welfare; STRENGTHEN their individual and cooperative spirituality; ELEVATE their social/economic status, and EMPOWER the members’ participatory governance and decision-making.” 4) On August 4, 2007 at St. John UMC during the QCD-CWF Continuing Education, the UMMPCO gave gift checks to its members. 5) Visited the Bulacan United Methodist Multi-Purpose Cooperative on August 29, 2007 by some members of the Management Team (Atty. Ephraim and Mrs. Liza Cortez, Bro. Henry Angat and Pastor Romeo Diaros), accompanied by DS Lito C. Tangonan. The BUMMPCO Staff gave instant lecture on credit operation. They also provided with copies of their credit policies and other vital legal documents. 6) The UMMPCO Management Team conducted several workshop sessions to formulate the coop’s credit policy. After the workshop, the Management Team was able to formulate a draft of the said credit policy. The credit policy will be submitted for approval of the General Assembly to be held on March 8, 2008 at the Village United Methodist Church. 7) The Management Team, this time is focusing its effort in acquiring the necessary permits from concerned Government agencies. UMMPCO is now in the process of obtaining the necessary business permit from the City Government of Quezon City. After the business permit, UMMPCOP will have its books registered with the Bureau of Internal Revenue.

Other QCD AGENCIES

A. BOARD OF CHURCH LOCATION AND BUILDING

There is an urgent need for the BOCLAB through its Convenor Atty. Ephraim Cortez to convene this Board to organize its composition and plan for the following in preparation for the forthcoming conversion of the QCD to a Regular Annual Conference: 1) Inventory of the temporal properties of the eighteen (18) Local Churches of QCD including its existing Mission Churches and Church Schools. That includes further the comprehensive preparation of the re-titling of the Lot Titles of the properties of Local Churches that are still in the name of Philippine Annual Conference or in the name of Philippines Annual Conference East. And the titling of Lots that are still in the status of rights only. 2) Laying down the strategic comprehensive plan of QCD in terms of acquiring a piece of land to be used for the putting up of the possible income generating Multi-Purpose Headquarters of the proposed two Districts of the proposed Quezon City Philippines Annual Conference.

B. COMMITTEE ON FINANCE Mrs. Dorothy Castro, QCD-COF Chairperson

We appreciate the QCD-COF Chairperson for sending three letters to all QCD Local Churches, namely: 1) The letter of thanks to Local Churches which are up-to-date in their apportionments; 2) The letter of appreciation and reminder to Local Churches with back accounts; and 3) The letter of endorsement about the ten percent (10%) increase in present apportionment of Local Churches.

We appreciate also the Kamuning First UMC, Llano-Vista UMC, Pansol UMC, Del Monte UMC, Sauyo UMC, Bagong Silang UMC, The Good Samaritan UMC, John Mark UMC, Fairview Park UMC, Puno UMC, Maligaya UMC and the Village UMC for paying their apportionment on timed. And also to St. John UMC for remitting already their monthly apportionment in full amount, and that will include their promised and effort to settle their arrearages.

Most of the QCD Local Churches contribute between 5-7% of their General Fund as their apportionment to District Mission Support and Annual Conference Apportionment. The implementation of a tithing formula for apportionment will mean a much bigger slice of the Local Church budget that ought to be set aside for this purpose.

For the QCD Financial Report, Summary of Receipts and Disbursements for the Period of June 1, 2007-December 31, 2007 with a Total Receipts of Php1,060,125.98, Total of Disbursements of Php911,498.42 and a Net Cash in Flow for the period ending December 31, 2007 amounting to Php148,627.56 only. (Please see Appendix IV-A, Appendix IV-B and Appendix IV-C for Apportionment) For the approved Budget of QCD for Conference Year 2008-2009, a total of Php2,020,128.00 only. (Please see Appendix IV)

C. COMMITTEE ON CHURCH WORKERS’ BENEFITS Mrs. Victoria Fe Osorio Medina, QCD Lay Leader and QCD-COCWB Chairperson

The QCD-COCWB is looking into the possibility of establishing a health care maintenance facility for the QCD membership. It is foreseen that the establishment of such a health care maintenance facility will accrue to a convenient way of providing health benefits for our respective Church Workers. To gather the initial information regarding this plan should soon be done so that we will come with at least 100 members subscribing to the system. Hopefully, this program will be under the United Methodist Multi-Purpose Cooperative (UMMPCO) contracting with a reputable health care organization in providing the out patient and hospital confinement benefits through accredited hospitals.

Last August 4, 2007, at St. John UMC where the QCD-Church Workers’ Fellowship was held, this distributed survey form regarding the acted concern of institutionalizing benefits for the Church Workers, including SSS and Phil-Health benefits, and also the coverage of QCD members by a health care organization. Unfortunately, this committee didn’t receive any response. Last February 9, 2008, the QCDF-COCWB distributed again another letter and hopeful that it will have a better result.

. ANNIVERSARY COMMITTEE Mrs. Gloria Dimalanta, QCD-AC Chairperson

Several meetings were held at different venues (Kamuning First UMC, The Good Samaritan UMC, Pizza Houses, and QCD Office) for the preparation of the historic 15th Anniversary Week-Long Celebration of QCD from January 20-27, 2008 with the theme “Keeping the Methodism Flame Burning”. This includes a Souvenir Program that will feature all QCD Local Churches and their Mission Churches. Through partnership team effort within the QCD talented, creative and resourceful Officers, Lay Leaders and members Church Workers, Staff and Donors, the following different activities of the said Anniversary Celebration were successfully accomplished even within a short period of time and preparation:

1) The Common Liturgies (January 20 with Special Offering for Marinduque Mission Fund, January 23 with CD Presentation prepared by Atty. Ephraim Cortez, and January 27, 2008 with Recapping) prepared by Mrs. Aluida Kasiguran and the Common Anthems prepared by Bro. Khalil Refuerzo to be used by all Local Churches for Sunday Worship and Mid-Week Worship Services were given during the QCD Church Workers’ Fellowship at Lagro UMC on January 12, 2008.

2) The Photo Exhibits for January 21-25, 2008 were worked on the night before January 20, 2008 at the Quezon City Hall covered walk. led by QCD-UMYAF President, Mrs. Liza Cortez and husband Atty Eprahim Cortez (PACE UMM President), Mrs. Rebecca Espino and some other members of St John UMC. At QCD Office, Ms. Ma. Rhoda Amor Siblag, Bro. Henry Angat, Mr. Aaron Diaz, Mr. Rosalia (from Deparo UMC), Mrs. Mila Cabrera, DS & Mrs. Lito C. Tangonan did also their creative participation for cutting and decorating letters, Map of Marinduque and others for the Photo Exhibit. With QCD Lay leader, Mrs. Victoria Fe O. Medina, the QCD-UMWSCS led by Mrs. Maria Carmelita L. Ramota, Mrs. Susan Lim, Mrs. Vicky de la Cruz, flowers donated and arranged by Mrs. Maries Turgano and the Fairview Park UMM led by Engr. Angel “Boy” Flores, Mr. Bien Lim and Mr. Caloy Ramota.

3) The Ribbon Cutting (January 21, 2008) for the Photo Exhibits were led by the Honorable Mayor Belmonte and our own District Superintendent Lito C. Tangonan, Brig.Gen & Mrs. Roland Pattugalan, Rev. Alfonso Briones and Rev. Anacleto Guerrero with the Organization Presidents and members of the United Methodist Church. The Mayor took time looking at the pictures of QCD Local Churches and Mission Churches. In the five days that the Photo Exhibits stayed in the Quezon City Hall covered walk where many people from all walks of life daily passed, they stopped and looked at the pictures and even appreciated the beautiful flowers. One said, I will recommend that this kind of exhibit be done also in our Church.

4) The Blood Letting was done to at least 45 donors of blood many were walk-in donors. This activity was led by the QCD-UMM with their President Engr. Angel “Boy” Flores and wife Mrs. Pearl Flores, Mr. Bert Rustique, QCD-UMM Secretary, and Admiral Mart Martillano in coordination with the Philippine National Red Cross—Quezon City Chapter. Food was catered free by Mrs Mary Puno for the Week–Long activities at QC Hall covered walk.

The Sacrificial Dinner for QCD Marinduque Mission Fund (January 21, 2008, Monday 6:00PM) held at Max Restaurant c/o the QCD-UMWSCS was a well attended affair. More than 300 tickets were sold out (beyond target) and almost 300 came to dinner. Our Bishop Solito K. Toquero gave the Inspirational message. Rev. Cleto N. Pera, presented the documentary on “The Marinduque Mission Possible” with Bro. Johnny “Dodong” Domingo, Volunteer Lay Worker from Barangay Tamayo of Sta. Cruz, Marinduque with Bro. Atilano Paez, Sta. Cruz Mission Church host family. Much support from Brig.Gen & Mrs Pattugalan, Mrs. Lydia Aherrera, Dr. Ednaflor de los Santos and Mrs. Dorothy Castro. Director Thelma Japson set the tone for the night with her superb emceeing.

6) Seminars at Quezon City Hall Covered Walk: 6.1. Livelihood Demo “The Art of Paper Recycling” (January 22, 2008, Tuesday 2:00-4:00PM) by Rev. Avelina Ongkiko with the total of 68 participants. Bible Tracts were distributed c/o the QCD-UMWSCS. 6.2. Lecture on “The Way to Health” (January 23, 2008, Wednesday 2:00-4:00PM) by Dr. Naomi Joy Dilodilo with the total of 39 participants. Bible Tracts were distributed. 6.3) Livelihood Demonstration: Soap Making (January 24, 2008, Thursday 2:00-4:00PM) with the total of 41 participants.

7) PACE Aldersgate Prayer , Praise and Thanksgiving Fellowship (January 23, 2008, Wednesday 6:30AM) hosted by the Tala UMC c/o. QCD-UMM President, Engr. Angel “Boy: Flores and PACE-UMM President, Atty Ephraim Cortez. The message is through CD Presentation.

8) QCD-UMYF “Band Talent Fest” (January 25, 2008, Friday 6:00PM) held at The Good Samaritan UMC c/o QCD-UMYF led by President, Bro. Gilbert Maria Liza. This was also a well attended activity where each Local Church and their Mission Churches participated and showed their various talents. The GSUMC was almost beyond sitting capacity.

1. 9) CULMINATING ACTIVITIES (Saturday of January 26, 2008): 9.1. A Dawn Prayer (6:00 AM) sponsored by the St. John UMC with Ds Lito C. Tangonan as Devotional Speaker held at Quezon City Memorial Circle. 9.2. Fun Run (6:30-7:30AM) at Quezon City Memorial Circle c/o QCD-UMM and QCD-UMMYF. 9.3. Motorcade from Quezon City Memorial Circle to Fairview Park UMC (7:30AM) c/o QCD-UMM and QCD-CWF and was attended by at least 150 Clergy, Deaconesses and Local Church members, and at least 35 vehicles. The motorcade was secured and guided by members of the security force of Barangay West Fairview through the kindness of Barangay Captaion Arnel Quebal; 9.4. 9AM Breakfast Fellowship C/o FPUMC. Judge and Mrs. Benjamin Turgano and Mrs. Mila De Guzman prepared the sumptuous food; 10:AM Anniversary Worship Service (also reading of the QCD History & Recognition of Past Officials and Retired Workers of QCD). DS Lito C. Projects Accomplished: 1) Renovation of the church roof. 2) Improving (Repainting, Water proofing, Lighting improvement, installation of the swing door) of the Multipurpose building. 3) Acquisition of the new office computer. 4) Repair of the Church and Parsonages improvements. 6) KAMUNING FIRST UNITED METHODIST CHURCH (KFUMC)

Projects Accomplished in preparation for the hosting of the PACE 16th Regular Annual Conference Session: 1) Construction of the Church 2nd floor Gallery and Offices. 2) Installation of Two unites (male/female) toilets at the basement level. 3) Installation of two unites (male/female) toilets at the left side of the Church Sanctuary. Incoming Projects: 1) Inventory and appraisal of all Church assets and properties. 2) Inspection of Church Properties with regards to Fire Safety/Hazards. 3) Conduct Parsonage Inspection. 4) Installation of Passenger Elevator for the 5th floor of the Church Building usage. 5) Upgrading/replacing Church service vehicle. 6) Acquisition of a corner lot besides the Church property. 7) To continue strengthening the Joy Kiddie Garden Learning Center. 8) Strengthening the existing Laura Subdivision Mission Church and Batasan Hills Mission Church and prepare them to become Local Churches in the very near future. 9) To strengthening the different ministries, membership and financial drives, and projects of the Church.

7) PANSOL UNITED METHODIST CHURCH (PUMC)

Projects Accomplished: 1) Purchased a 177 square meters Church lot (Lot 6, Block 8, Alley 7, P. Bautista Street, Pansol Balara, Quezon City). A rough estimate of three million pesos (Php3,000,000.00) worth to construct a bigger two levels Church Building that will accommodate a bigger congregation. That will include the Parsonage, Deaconess Quarter, and the Church Kiddie School Room. Conceptual Architectural Plans was already approved by the Church Council. While its Final Architectural and Utilities Plans are on process of preparation, hopefully, the construction will be started this year as soon as they complied with the necessary documents and permits. 2) Purchased a brand new In-Focus Projector. 3) Purchased Church Appliances and Accessories, Furniture’s and Utensils and Musical Instruments. Incoming Projects: 1) Inventory and appraisal of Church properties. 2) Completion of the Church new Multi-Purpose

8) PUNO UNITED METHODIST CHURCH (PUMC)

Projects Accomplished: 1) Acquisition of a brand new Mitsubishi Van, a heavy-duty Gestetner MP 2000LE copying machine, Bass Guitar Amplifier, additional electrical at MASA, Family Bibles, and Personal Computer fro the Scholars.. 2) Construction of the Church Prayer Room at the ground floor. 3) Upgrading of the Church Library. Incoming Projects: 1) Planning of the remaining major construction works for the PUMC as well as the acquisition of major equipment including the possible widening of the left wings of the Church Sanctuary. The design for the construction of the Dr. Masa Mission Center Church Sanctuary Building is now being undertaken. 2) Study on the security and safety of physical resources. An insurance policy amounting to P10.5 million has been taken for building and Church office. 3) Inventory and appraisal of Church properties. 4) To strengthen the existing Dr. Masa Mission Center Church and prepare it to become a Local Church in the very near future. 5) To continue strengthening the Puno Day Care Center including the different ministries, membership and financial drives, and projects of the Church.

Projects Accomplished: 1) On-going construction of the FPUMC Multi-Purpose High Rise Building. 2) Transfer of the land title to PACE. 3) Landscape improvement of their backyard. 4) Acquisition of the 120 monoblock chairs. 5) Montalban Mission: 1) Improvement of the Church Garden and the repainting of the Middle Room. 2) Donated Karaoke, 2 Wireless Microphone, 1 Keyboard, 1 Guitar, 2 Communion Sets, 11 Chairs, 1 Bed, 1 Electric Fan, Iron, and Gas Stove. Incoming plans: 1) To Put-up a Multi-Purpose Church Building (Sanctuary, Parsonage, Deaconess Quarter, School, etc.). 2) To transfer the title of the acquired lot in the name of Philippines Annual Conference East-North Fairview United Methodist Church. 3) Inventory and appraisal of Church Properties. 4) To organize a Mission Point and prepare it to become a Local Church in the very near future. 4) To have a Church School and to continue strengthening the different ministries, membership and financial drives, and projects of the Church.

Projects Accomplished: 1) Grills and Steel Gate of Pangarap Mission were installed. 2) Donated to Pangarap Mission Church the old overhead projector and one step down transformer. 3) Bought two plastic “lona” for Pangarap Mission Church. 4) Construction of lavatory in front of the Comfort Room (Tiles Layout), Choir gowns cabinet, Audio Room (Not yet finished), Barbwire installation for security and installation of permanent altar window. 5) Bought new set of Guitar String and Velvet Cloth for Guitar protection. 6) Financial Assistance for Spring of Life Mission Church and Pangarap Mission Church. Projects Accomplished: 1) Renovation of Pastoral House. 2) Purchase of LCD Monitor. 3) Purchase of Laptop Computer. 4) Purchase of New Sound System which includes 6 brand new microphones and mixer. 5) Purchase of water dispenser. 6) Renovated the Computer Room, complete with air conditioning unit. 7) Installed a new air conditioning unit in the Grade VI Room. 8) Prepared plots for gardening as part of agriculture lesson. 9) Replaced the ceiling of the Grade IV Room, the leaking roofs and water tank. Purchased the following: 1 Powered Amplifier Mixer 500 watts; 3 Way Speaker 2,600 Watts, 15 Unit; 1 Bass Amplifier 60 watts; 1 Bass Guitar; 1 Microphone; 1 Automatic Voltage Regulator; 1 Panther Extension; 15 pieces Choir Gowns; and Christmas Lights (1 Big Start, 2 Long Starlight, 2 Long Red Bulbs, and 2 Curtain Lights). Incoming Projects: 1) Inventory and appraisal of Church properties. 2) Acquisition of Lot. 3) To organize a Mission Point to become a Mission Church and thereafter become a Local Church in the very near future.

18) BAGONG SILANG UNITED METHODIST CHURCH (BSUMC)

Projects Accomplished: 1) Complete renovation of the Church Parsonage. 2) Completion of the Front Gate and Signage of the Church. Incoming Projects: 1) Inventory and appraisal of Church properties. 2) Processing of Land Titles of the Church Lots. 3) To organize a Mission Point to become a Mission Church and prepare it to become a Local Church in the very near future. 4) Continue strengthening the different ministries, membership and financial drives and projects of the Church.

Ecumenical Participation

Participated to the different ecumenical activities: 1) ECWF Council Program Planning on June 14, 2007 and its First Anniversary Celebration last June 23, 2007 at the National Council of Churches in the Philippines (NCCP) Conference Hall. At same venue, we participated too to the Ecumenical Breakfast Prayer Fellowship initiated and hosted by the NCCP last June 13, 2007. 2) ECWF Council meeting and fellowship held every other month at scheduled Local Church venue. QCD Office was able to host twice. 3) ECWF Theological Forum on September 24, 2007 at Lutheran Church, Malabon City. Another one on November 19, 2007 at Iglesia Filipina Independiente, Loyola Heights, Escaler, Katipunan Road. 4) ECWF Christmas Party on December 14, 2007 at Lutheran Church, Malabon City.

Participated to other Ecumenical Activities: 1) Seminar on “How to Grow a High Impact Church” on July 13, 2007 held at St. Francis Square, Ortigas, Pasig City. 2) Seminar on the Social Principle of the United Methodist Church on August 8, 2007 held at Philippine Bible Society, UN Avenue, Manila. 3) Some Deaconesses participated to the Diakonia Assembly on October 26-29, 2007 at Caliraya Resort, Laguna. 4 )Some UTS graduates from QCD were able to attend the Union Theological Seminary Centennial Celebration which was held last October 21-23, 2007 at PCU Manila Campus and PCU Pala-pala, Dasmarinas, Cavite Campus, respectively. 5) With Atty. Ephraim Cortez, we were able to participate to the National Council of Churches in the Philippines Convention which was held last November 21-25, 2007 at the Claret Multi-Purpose Hall, Quezon City.

Hosted the December 4-5, 2007 Ecumenical Seminar on Solemnizing Marriage held at St. John UMC.

ACKNOWLEDGEMENT AND COMMENDATION

A million thanks to God’s countless blessings, fruitfully manifested in various creative forms and expressions. It has always been in the spirit of being “joyful always” (I Thessalonians 5:16, NIV) that is being with us in copping-up the various demands and expectations of the QCD life, vision, mission statements, goals and objectives, strategies, ministries, missions, services, leadership and projects.

Whenever and wherever strategic program planning, assessment, budgeting, implementation processes, meetings and other activity gatherings are being done, it has always been backed-up by that scriptural words “pray continually” (I Thessalonians 5:17, NIV).

Upholding all acts of servant-partnership service, leadership, ministering and administering to the whole affairs and welfare of QCD with positivism and hopefulness, we tried best always to rely both from above and from within us “for this is God’s will for you I Christ Jesus.” (I Thessalonians 5:18b, NIV)

“Giving thanks in all circumstances” (I Thessalonians 5:18a) to God in Jesus Christ for being faithful, loyal and obedient to him and to his teachings and mandates, we, the QCD family, are indeed thankful and do hereby convey our commendation to:

1) The 18 Local Churches for their extended support and participation to the different activities, projects and fund raising activities of the QCD. That includes the remittances of their Connectional Obligations and Special Offerings, past accomplishments of Nurture, Outreach and Witness Ministries and Projects, Christmas Solicitation/Caroling, other Fund Raising Activities, and Relief Operations Support. And to the Local Churches and individual members who gave their wholehearted Love Gifts (both in-cash and in-kind) to your District Superintendent during speaking engagements, special occasions and Charge Conference Sessions.

2) The 11 Mission Churches of QCD Local Churches for being filled with enthusiasm, zealousness, activism and tenacity in realizing their respective Visions, Missions and Projects.

3) The Marinduque Province Partnership Mission Committee members headed by Rev. Cleto N. Pera for the two (2) newly organized Mission Churches there. And for our Volunteer Lay Mission Workers, namely: Bro. Johnny “Dodong” Domingo of Sta. Cruz Mission Church and Bro. Fidel Arguelles of Boac Mission Church, respectively. Those who immediately responded to God’s heavenly call by adopting Mission Work in Marinduque, namely: St. John UMC, Village UMC and QCD UMYAF for Boac Mission Church; and The Good Samaritan UMC and Oriental Mindoro District for Sta. Mission Church; and the individual donors from the QCD Local Churches; and the QCD-WSCS and QCD-Anniversary Committee Sacrificial Dinner, are indeed commendable. Hoping and praying that the other designated QCD Local Churches, Ministries and Organizations for adoption will do the same so that the six (6) Municipalities of Marinduque will be fully saturated by the Gospel and be able to established United Methodist Congregations. Likewise, we thank the Lord for providing us contact people in Marinduque as indicated in the inserted QCD Aktibo Official Newsletter, especially the Olpot Family for allowing their compound as Regular venue of our Boac Mission Church and also the compound of Mr. and Mrs. Atilano Paez for the Sta. Cruz Mission Church.

4) The 11 Church Schools/Day Care Centers of QCD Local Churches for their meritorious accomplishment in the arena of transformational development towards educational excellence and for the brighter future of every student.

5) The QCD Church Workers’ Fellowship for donating a brand new Epson Stylus C11O Printer for QCD Office use. And also the beautiful and elegant “Barong” and “Pantalon” as their birthday gift to the District Superintendent last February 9, 2008.

6) The family of Pastor Atty. Ramoncito and Mrs. Noni Mison for the different sets of Kitchen-Dinning Utensils they donated to QCD Office.

7) The PACE Council on Finance and Administration through its Annual Conference Treasurer for the Php50,000.00 they gave to QCD Fund as incentive to the big amount remitted by QCD to the past March 2, 2007 PACE “Into My Heart’ Concert.

8) The QCD Witness Ministries for the opening of a QCD Mission Fund amounting to Php49,520.00 only last June 29, 2007 at BDO-Equitable PCI, SM City North EDSA Branch.

9) The QCD Anniversary Committee in cooperation with the QCD-WSCS for turning over the amount of Php80,265.25 to QCD Marinduque Mission Fund (from the proceeds of the QCD 15^th Anniversary Sacrificial Dinner) last January 21, 2008. A new bank account for this will soon be opened. The QCD Organizations/Officers, Local Churches, Church Workers and individual donors for the wholehearted support they extended to the different activities of the QCD 15th Week-Long Anniversary Celebration last January 20-27, 2008, and to the whole affairs of QCD this Conference Year 2008-2009.

10) The Office of Honorable Mayor Sonny Belmonte through the help of Mr. Rolando Montiel, Department head of the Quezon City General Services Office for allowing the QCD to use the Quezon City Hall Covered Walk on January 21 to 25, 2008 QCD 15^th Anniversary Celebration activities. And others, namely: the Philippine National Red Cross Quezon City Chapter for providing the Medical Staff for the Blood Letting on January 21, 2008; the Quezon City Memorial Park Authority for allowing the QCD to be the venue of the QCD Anniversary Dawn Prayer, Fun Run and Motorcade to Fairview Park UMC; the Barangay Captain of West Fairview for providing the Escorts; the Good Samaritan UMC as the venue of January 25, 2008 QCD UMYF Band Talent Fest Night; and the Fairview Park UMC as the venue of the Culminating Activities of the QCD 15^th Anniversary Celebration.

The Kamuning First UMC for hosting the 16^th Regular Annual Conference Session of Philippines Annual Conference East. The QCD Local Churches for generously hosting QCD Church Workers’ Fellowship/Clergy Spouses’ Association monthly Meetings and Continuing Education; the weekly PACE UMM Aldersgate, Prayer, Praise and Thanksgiving Fellowship; and the other meetings and activities of the District and Annual Conference Boards, Councils, Commissions, Committees and Lay Organizations.

12) The QCD-UMYAF for the recognition given to the QCD Church Workers last February 14, 2008 at the MOWEL Fund Plaza, Ilang-Ilang St., New Manila, Quezon City.

Recommendations

As being called always the PACE-Setter of Philippine Methodism since 1993, the PACE (PACE) since then have 3 existing Districts (Quezon City District, Rizal District, and Laguna-Quezon Mission District) covering very wide scope of ministries. In today’s respective unavoidable situations and contexts, we are indeed facing realities of growth, expansion, and even the phenomenon of transformational development in terms of the whole and different aspects of doing ministries. That means that we need to strategically open now our Annual Conference and its 3 Districts with the glowing sense of “Open Hearts”, “Open Minds”, and “Open Doors” of Methodism towards the “Open Birthing of New Annual Conferences” from within. Prayerfully facing with a glowing sense also of positivism, objectivism, hopefulness and faithfulness – coupled and backed-up with SMART Vision, Mission Statement, Core Values, Work Areas and Master Plan of Action.

Like the Apostle Paul, when he uttered this challenging words, to wit: “Not that I have already obtained all this, or have already been made perfect, but I press on to take hold of that for which Christ Jesus took hold of me. Brothers, I do not consider myself yet to have taken hold of it. But one thing I do: Forgetting what is behind and straining toward what is ahead, I press on toward the goal to win the prize for which God has called me heavenward in Christ Jesus.” (Philippians 3:12-14, NIV)

As being part of the Universal Body (The Universal Church) of Jesus Christ, and as Christians, and being his Ambassadors or Workers in his Vineyard under the umbrella of The United Methodist Church, we need to “press on toward the goal” for our Church to become more relevant, responsive, responsible, accountable, progressive, self-sustaining and governing in today’s world. May the good Lord continue to grant us his wisdom and knowledge, and empowered us the courage, the vigor and zealousness, and the tenacity and influential impact of transformational servant leadership, development and service that will indeed contribute much to the spiritual and social transformation of people, communities and the world. We have to ecumenically move on in building a better world.

1) That the 2 newly organized worshipping Mission Churches in Marinduque Province be recognized, namely: 1) The Sta. Cruz Mission Church of Barangay Tamayo. Its first Sunday Worship Service was held on August 19, 2007. The Good Samaritan UMC and Oriental Mindoro District adopted this Mission Church. 2) The Boac Mission Church of Barangay Malbog. Its first Sunday Worship was held on October 14, 2007. The St. John UMC, Village UMC and QCD UMYAF adopted this Mission Church.

2) To recognize the North Fairview UMC for being so resourceful in the acquisition of their lot at North Fairview Subdivision. That their request for the PACE Board of Trustees to shoulder the financial expenses for the transfer of the title of the acquired lot in the name of Philippines Annual Conference East- North Fairview United Methodist Church be granted.

3) To recognize the Pansol UMC for being so resourceful in the acquisition of their new lot at Pansol, Balara, Quezon City.

4) To recognize the Tagalog translation of “Our Social Creed” entitled “Ang Ating Panlipunang Pananalig” by Rev. Cirilo Ramos Kasiguran, Jr. (Please see the back cover of this report about the translated)

5) To have a Special Offering any day at this PACE Regular Session for our solidarity help to the United Methodist Church in Arayat, Pampanga, who was then a victim of fire last 2^nd week of February 2008. Their Church Building, Parsonage and the house of their member were totally burned during their Charge Conference Session.

6) That a Recognition be given by this Annual Conference the exemplary life and ministries of the late Rev. Hermogenes Emmanuel “Joy” C. Cera, Jr. and the late Rev. Anacleto Guerrero.

7) To accept the invitation of St. John UMC to host the next Annual Conference Session of PACE.

8) To approved the QCD Resolution No. 2-9-2008 that the Quezon City District be formally transformed into a Regular Annual Conference of The United Methodist Church, Philippines Central Conference, Manila Episcopal Area by Conference Year 2009-2010.
